The second innovation is the human right to choose an insurance company, hospital and doctor. Now the insurance company is chosen by the employer or the head of the region. And patients are assigned to medical institutions, mainly on a territorial basis. Now everyone must decide on their own where to get a policy and who to treat. Experts argue that this will improve the quality of service. Insurers will have to open free hotlines, more carefully monitor that the medical examination and treatment of a person is of high quality. Services such as home delivery of a medical policy may appear. Doctors will also have to try, because now the funds will be transferred to the medical institution directly for the services rendered - the money will go for the patient.

True, it is still impossible to change the clinic or insurer more often than once a year, otherwise confusion may arise, including financial. And there is another nuance - the clinic or the doctor has the right to refuse to attach the patient due to the high workload.

But now you can choose not only a state, regional or municipal medical institution, but also a departmental or private one - if it is included in the CHI system. At the same time, there is no question of any additional payments from the patient for servicing them under the standard medical policy. A person can pay extra for an increased level of comfort in the ward, for transportation (if this is not necessary for medical reasons, but the person wanted to be taken home by car or vice versa to a medical facility), for individual care that is not related to medical indicators. Everything else should be free. This became possible thanks to the introduction of single-channel financing - previously, medical institutions were funded from several sources - through the compulsory health insurance system and budgets at all levels. According to the new rules, the tariff for the provision of medical care will be uniform and will take into account all costs - from the doctor's salary to the cost of heating in the office.

Are CHI policies really no longer valid?

How long does the UEC of a citizen work

The universal electronic card is not actually a medical policy, but only contains information about its number. However, according to the law, it can be presented in medical institutions with the same rights. Although at the time of 2017 the program for issuing the UEC was suspended, the cards previously issued to citizens continue to be used as valid information carriers.

The operation of such a card is limited to 5 years, but this does not affect the validity of the insurance medical policy. Therefore, if necessary, you can continue to use a standard paper document.

When is an early replacement of a medical policy required?

If the medical policy is worn out (the integrity is broken and it is impossible to read the information) or lost, the citizen is obliged to obtain a duplicate document from the insurance organization. At the same time, the insurance number itself will remain the same and, in fact, the policy will continue to be valid if its service life has not expired before that time.

In addition, the policy may expire if the insurance company closes. In this case, the following order of the replacement procedure will take place:

  • The insured person is notified by the MHI about the closure.
  • Within 2 months, a citizen must submit an appropriate application for a new medical policy in another insurance company.
  • If a citizen has not applied to any company, his case will be transferred to an arbitrary insurance organization, of which he will be notified. To receive a new document, he will be invited to the office of the new insurance company.
  • If desired, a citizen can change the selected insurance organization, following the general rules.

When changing personal data (last name, first name), the medical policy expires one month after the registration of the fact of making changes. During this period, the insured citizen is obliged to apply to the UK with an appropriate application. Until the expiration of 30 calendar days, the policy can be used in medical institutions if there is a document confirming the change of data.

In fact, at the legislative level, the state has established a procedure that does not limit the validity period of a compulsory medical insurance policy in a strict manner. And even if you have an expired document in your hands, you cannot be denied service, especially when it comes to emergency assistance.
