However, measures to improve traffic rules are by no means limited to fines alone. Here are the main points of application of innovations.

Many changes are expected in the field of auto insurance, and those that will entail significant consequences.

New policies

From 01/01/2018, policies will begin to be issued, the form of which is adapted for electronic processing. The data from the document is immediately placed into the database.

Under the influence of the phone application, he will open the entrance to the PCA website and provide the text of the OSAGO agreement online. Such an electronic-paper form of the policy will greatly complicate the possibility of its forgery.

Also, from 01/01/2018, the "cooling period" will increase from 5 to 14 days. This time is given to refuse insurance, which was not needed or imposed by force.

Attracting "ERA-GLONASS"

The state system "ERA-GLONASS" will be involved in the work with the OSAGO database, which will provide real-time transmission of data on road accidents.

With this method of registration, all participants in an accident, both right and wrong, will be able to count on receiving compensation payments of up to 100 thousand rubles. (until 2018, the maximum amount was 50 thousand rubles).

In this sense, a video recorder or other means that allow you to record an accident according to the European protocol is also useful.

Free OSAGO rates

The project will come into effect not from the beginning of the year, but from 07/01/2018, and it is aimed at liberalizing relations with insurers. The proposals of the document sent for approval to the Central Bank and already approved by insurers boil down to the fact that the Central Bank will only regulate the maximum base rate for individuals who own cars. All parameters, 4 or 5 coefficients, will be determined by insurance companies.

It is assumed that such a model of relations is intermediate, and by 2020 the Central Bank will completely hand over the issue of OSAGO tariffs to insurers.

In the EU countries, the electronic form of the vehicle passport was activated in August 2016, and in Russia the transition to the digital version of the vehicle is scheduled for July this year. However, since January, car manufacturers operating in the Russian Federation, both domestic and foreign, will start entering data into a special storage, generating electronic passports - PTS. As readiness is reached, all manufacturers will supply data in a certain unified form, the technical means are already ready to receive the information.

This means that gradually the entire volume of information about cars and their owners will fall into the traffic police database. The history of the car can be seen in detail: birth, mileage, events that happened to it (for example, an accident), information about insurance, repairs, the nature of maintenance, and so on. All this can be very useful for those who are going to buy a used car.

Also, all this information will be very useful for government agencies dealing with the automotive sector.

While the paper version of the TCP is valid, and no one is going to transfer all passports into electronic form without fail. The passport can be changed to a digital one at the request of the owner.

It is expected that from 07/01/2018 paper TCPs will no longer be issued, but again they will not be required to replace those already issued with electronic ones. That is, there will be no wholesale special operation, everything will happen calmly, in a natural order.

In 2018, several new signs will appear on Russian roads. Most of the innovations are designed to regulate intersections, others provide convenience for pedestrians.

So, in some places it will be marked:

  • "diagonal zebra" - permission to cross the road diagonally;
  • “Waffle marking”, which cannot be driven in case of a traffic jam;
  • "tram lane", which allocates space for the passage of the tram.

The sign "deaf pedestrians" will warn the driver that people with hearing impairment often cross the road in this place, and this must be taken into account when driving.

There will be lane priority signs, lane directions, and other things to help the driver make the right decision. Many old signs will acquire a modern look, become more comfortable and understandable.

As for the “quiet traffic zone”, this idea was borrowed from Europe, and it has proven its usefulness over the years. In Russia, the innovation is introduced from 01/01/2018, it consists in the following.

A special road sign warns that in this zone you can drive at a speed of 10-20 km / h, no more; it is forbidden to change lanes and overtake. Pedestrians in such zones feel free and free to cross the road as they please.

Once again, an attempt is being made to solve this problem, at least partially, and changes in this direction should come into force before mid-2018. In any case, legislative work on this issue is underway in the State Duma.

Now liability for drunk driving occurs if the driver's exhaled air contains 0.16 mg of alcohol per 1 liter. This roughly corresponds to 0.35 ppm in the blood.

There are times when the driver refuses to breathe into the breathalyzer tube, or is unable to do so. Therefore, legislators have also introduced a blood indicator, especially since this is a pan-European practice.

The right to fine a driver for driving while intoxicated will give the presence in the blood of 0.3 or more ppm of alcohol. The amount of the first fine will increase to 30 thousand rubles, and in case of a repeated violation, the fine will increase significantly, up to 200-300 thousand rubles, and imprisonment or forced labor for a long period, up to 2 years, may follow.

From the side of the Ministry of Internal Affairs, a proposal was made to block the well-known trick with alcohol, which helps to avoid criminal liability for the perpetrators of an accident with victims. This is the case when the driver manages to take alcohol or psychotropic drugs before the examination, but after an accident or a car stop by traffic police. If such an attempt takes place, it is proposed to introduce criminal punishment for it, supplementing Art. 264 and 264.1 of the Criminal Code of the Russian Federation with new qualifying features.

What is the trick here? The driver, in an effort not to fall under the Criminal Code of the Russian Federation and get off with an administrative penalty, demonstratively drinks a bottle of vodka or at least beer in front of the traffic police. In this case, it is impossible to prove that he was drunk before the violation - the examination is powerless to specify the time.

Therefore, the punishment is more lenient than it should be: according to Art. 12.27 part 3 of the Code of Administrative Offenses of the Russian Federation, and not under the articles of the Criminal Code of the Russian Federation. It is this loophole that the initiators of the amendments seek to close.

Innovations in the field of fines

Tighter punishment is the main way to bring traffic violations to order, and fines are widely used here. For the most frequent violations, the amount of the fine has been significantly increased since 2018.

  1. Driving without a license is punishable by a fine of 30 thousand rubles.
  2. The absence of a power of attorney from the driver will lead to the payment of a fine of 3 thousand rubles.
  3. At 5 thousand rubles. driving into the oncoming lane and speeding will cost, and sometimes the case will end with deprivation of rights.
  4. An end has been put to the story of migrants who earn money in Russia on road transport. From 01/01/2018, they can no longer get by with the rights obtained in their own country, but must issue a certificate valid in the Russian Federation and pass an exam.
  5. Only after a foreigner proves the ability to drive a vehicle on the roads of Russia, he can get a job. If the employer accepts a migrant who has not undergone such a procedure, then he risks paying a fine of 50 thousand rubles.

  6. Some enterprising drivers illegally use other people's signs to acquire privileges. For example, they cling to a lantern, depicting a taxi, or a sign "Disabled". Such an act entails a fine of 5 thousand rubles.
  7. A motorcyclist riding without a helmet will be fined 1,000 rubles. The same amount of the fine will cost the passenger if he neglected the seat belt.
  8. The penalty for window tinting will begin to apply no earlier than 06/01/2018. It will amount to 1.5 thousand rubles, and if repeated - 5 thousand rubles. A violation is considered to be limited to 70% light transmission for side windows and up to 75% for windshields.

The fines themselves are not an end in themselves, the collected money is intended to improve roads in the Russian Federation. To this end, the funds will be redirected exclusively to the road funds of the regions. They used to remain in local budgets, but the regional authorities could direct them to some other needs.

The process of redirecting flows will be completed by 2019, from that moment the money collected from fines will be spent exclusively on improving roads - on their repair, maintenance of the pavement in proper condition, on lighting, traffic lights, equipment for crossings, improving traffic safety and so on.

All traditional methods of fixing violations remain effective, and new methods are added to them.

Thus, an offense is considered a fact if a third party is presented with his video. In this case, there is even no need to draw up a familiar protocol. This is where the People's Inspector comes in handy - a mobile application tested on the roads of Tatarstan and in Moscow. Now it can be distributed throughout the country.

It can be considered resolved (mostly) the issue with the grace period provided for the timely payment of fines. For this, even the Constitutional Court of the Russian Federation had to be involved.

The fact is that there were often claims against the Russian Post, which was late with the delivery of the letter and thereby deprived the disciplined violator of traffic rules of the opportunity to use the benefit.

Therefore, the 20-day period during which a 50% discount was given when paying a fine will be extended, this decision was made by the Constitutional Court of the Russian Federation. The legislator is instructed to correct the provisions in the Code of Administrative Offenses in accordance with it.

Until this decision comes into force, it is useful for drivers to visit the public services portal and track the information they are interested in themselves. The portal was introduced in order not to rely only on paper documents, but, on the contrary, to reduce them to a minimum.

There is no limit to the initiative to improve traffic rules

If reforming of any industry begins, then it can be very difficult to stop. Offers are pouring in from all sides, the people are getting a taste, and more and more sections of society are involved in this process. Same with traffic rules.

Dmitry Medvedev, for example, proposed, among measures to combat fires, to fine drivers for burning cigarette butts thrown out of a car window. Probably, this will be done by the police, the regulations have not yet been spelled out.

It is proposed to oblige drivers to wear reflective vests at twilight and dark. There is a link to Europe, even the GOST of the material from which the vest must be sewn is named, but no measures are provided for non-fulfillment.

The Union of Driving Schools, for its part, proposes to re-examine drivers every time the license expires, and introduce temporary certificates for beginners.

Motorists immediately saw selfish motives in these initiatives, but the traffic police accepted the materials for consideration. They say that there are practical thoughts and sensible suggestions that can be used. And whether the project will be accepted or rejected is not yet known.

But these are not the main expected changes that will most likely come into force in the summer of 2018 and which should be paid special attention to.

Thus, the bodies of the Ministry of Internal Affairs of the Russian Federation, at the suggestion of the Government of the Russian Federation, plan to change the procedure for registering accidents in the absence of victims, under which traffic police officers will not come for clearance, and participants in an accident will be required to remove cars from the roadway, fixing vehicles using the ERA satellite system. GLONASS or a special application for a smartphone. In addition to changing the procedure for registering accidents, the Ministry of Internal Affairs proposes to allow disabled people of group III to have a “Disabled” sign (yellow sticker) on their car, which will give them the right to use parking free of charge in places designated as a parking space for cars carrying disabled people.

And that is not all. The revolutionary amendments to the Rules of the Road are aimed at changing the selective effect of road signs prohibiting parking. Thus, it is proposed to allow cars with “Disabled” signs (cars driven by or as a passenger with a disabled person) to legally park under the signs “Parking is prohibited”, “Parking is prohibited on even or odd numbers”.

Including in the event of the adoption of amendments to the traffic rules, the right to legal passage to the sign “Movement is prohibited” will remain only with people with disabilities of groups I and II. Yes, there are changes, but not in the rules of the road, but in the law on OSAGO. Identification sign disabled

According to the draft amendments to the Rules of the Road, the installation of the “Disabled Person” sign is possible on vehicles driven by disabled people, transporting disabled people, including disabled children, regardless of the disability group. Thus, there have been no important events for drivers since June 1, 2018. The rules have not changed, other changes do not actually affect the actions of drivers. In the project, additional features, new prohibitions and restrictions are not planned.

It is expected that the new system will work in Moscow from November. True, it will be so far only in test mode and for starters on one camera.

“At the moment, the bases are being combined in order to understand who has insurance and who does not,” the Center for Traffic Management (TsODD) explained. “The decision on how and to whom fines will be issued is made by the Ministry of Internal Affairs.”

Recall that earlier it was planned to implement the system in a pilot mode in Moscow and Tatarstan from September 1, 2018, but at the last moment the deadlines were postponed.

To speed up the launch, a new algorithm for the interaction of various departments was invented. So, the PCA will form a certain array of data on all valid OSAGO policies on a specific date and transfer it to the traffic police. This array will contain data only about the car (VIN, chassis number, etc.), without a full name, since several policies can be issued for one person. The Ministry of Internal Affairs, using the data of insurers, will “supplement” them with information about the car number and transfer this to the TsODD.

TsODD, in turn, will use this array as a kind of "search base". If a car passes under the camera, information about which is not in the "base", then this will be regarded as a sign of a violation. The system will issue a “signal”, after which a re-check will be carried out through a traffic police request to insurers about the presence of a valid policy. If this information is confirmed, then the decision is issued under Part 2 of Art. 12.37 Administrative Code (fine - 800 rubles), ten days after fixing.

The decision will be issued for each passage - in other words, if a car owner without OSAGO passes under the test chamber five times a day, he will receive five "letters of happiness" by mail.

Based on the results of the experiment, if it is recognized as successful, the fleet of cameras connected to the system will be expanded, but before that, a thorough analysis of law enforcement practice and appeals will be carried out.

Recall that a similar paragraph was in the Rules and earlier. However, now it has a mention of categories M1 and N1 of the Technical Regulations, i.e. now we are talking only about cars and trucks weighing up to 3.5 tons.

That is, from November 11, 2018, winter tires become mandatory only for cars of category B. Vehicles of other categories (motorcycles, trucks heavier than 3.5 tons, buses) can use summer tires in winter and this will not be a violation. Previously, the requirement to install winter tires applied to all vehicles without exception.

Period of use of winter tires

According to the current version of the document, in all countries of the Customs Union, winter tires should be used in December, January and February.

However, this period may be extended by decision of regional government bodies.

From November 11, 2018, the extension of the period for the use of winter tires is available to authorities at any level, because. the mention of regionality is excluded from this paragraph. From this date, the period of use of winter tires can change both the whole state and any of the regions of this state.

The ban on the installation of tires of different models

According to the current rules, it is forbidden to install tires of different dimensions, designs (radial, diagonal, chamber, tubeless), with different speed categories, bearing capacity indices, tread patterns, winter and non-winter, new and retreaded, new and with in-depth tread pattern.

From November 11, 2018, the tire model has also been added to this list of requirements. That is, even if all the parameters of the tires are the same, but they have a different model name, then it will be prohibited to use them on the same axle of the car.

It is this change that will upset drivers in the first place, because the price of gasoline and diesel fuel will increase by approximately 60 kopecks from January 1. The second price increase is expected in mid-summer. Thus, by the end of 2018, the cost of a liter of fuel will be 1.2 rubles higher compared to prices in 2017. This is due to the increase in excise taxes.

Video penalties

Another innovation for drivers will come into effect from the beginning of 2018. Now the traffic police will be able to issue fines to drivers for violations that were filmed on video by third parties. The whole process will look like this:

  1. Volunteers download the mobile application “People's Inspector” to their phone, which contains the entire list of violations that can be recorded and taken into account in this way.
  2. Simple registration of a volunteer in the application.
  3. Photo or video recording of traffic violations.
  4. Submitting an application for consideration of the violation.
  5. Then the work of the traffic police begins.

In the appendix, in addition to the list of traffic rules, the violation of which is allowed to be recorded in this way, the fixing rules themselves are indicated so that the volunteers do not make mistakes and can provide the inspectors with complete and reliable information.

By the way, such a system is already actively operating in Tatarstan, and, as practice shows, parking violations are the most frequent. Parking on the sidewalk, parking on the lawn, etc. That is, now motorists will no longer be able to calmly park their car under the windows of the apartment, thinking that the traffic police will not look here, because any passer-by will be able to take a photo of the vehicle and in a few days the driver will receive the so-called "letter of happiness".

This innovation is perhaps the most productive weapon in the fight against intruders. As practice shows, in Tatarstan, on average, more than 100 applications are received per day across the republic. In the first week of 2018, the People's Inspector application was installed by more than 50,000 users.

OSAGO policies

The changes also affected OSAGO policies. From the beginning of January 2018. This code will allow inspectors to determine the authenticity of the insurance policy online using a mobile phone and a special application. If the policy is real, then the inspector will receive all the information he needs:

  • Number, series and date of receipt of the policy;
  • Insurer data;
  • The period of validity of the policy;
  • Information of the insured;
  • Vehicle owner details;
  • Vehicle data, including registration plate and identification number;
  • The circle of persons admitted to driving.

Regulation of OSAGO tariffs

Starting July 1, the cost of an OSAGO policy will be regulated by the insurer itself. Previously, the price was determined by the Central Bank. However, now the Central Bank sets only policy price limits. Insurers also have the right to choose the size of the five parameters that will affect the formation of the cost of insurance. The top five will include:

  • Age and experience of the driver of the vehicle;
  • Territorial coefficient;
  • Vehicle engine power;
  • trailer use;
  • Restrictions on admission to the management of the vehicle.

However, a second scenario is also possible, according to which insurers will be able to choose only 4 parameters instead of five. But this will happen only in the second half of the year. And since the beginning of 2018, the Central Bank has completely transferred control over prices for OSAGO to insurers, including all basic rates and coefficients.

Registration of road accidents through "ERA-GLONASS"

Another innovation has affected OSAGO: data on road accidents will now be received through ERA-GLONASS, the state automated emergency response system in case of accidents. In other words, insurers will receive data on the occurrence of an insured event almost instantly.

Operation of dispatch services and integrators

Changes await both drivers and taxi service dispatchers. First of all, it concerns the legal registration of Internet services, dispatching and other services that provide passenger transportation services.

One of the sore topics related to taxi services is the lack of responsibility of the dispatcher for the quality of the service provided. In most cases, when calling a taxi through an application on a mobile phone, the user assumes that the driver of the car works directly in this company. In fact, it turns out that the driver simply rented a car from this taxi company and works for himself. This approach to work is fraught with numerous consequences, because the driver does not pass the test before the flight. In other words, he may be drunk, sick, or simply not have insurance. And in the event of an accident, the taxi service does not bear any responsibility.

According to the new bill, now the driver will not be able to provide services to passengers without concluding an agreement with the taxi service. This contract must spell out the responsibilities of the parties. The law is still under consideration and, if approved, should come into force on January 28 of the current year.

OSGOP for taxi

This form of insurance has so far only been valid for owners of passenger buses, but now it can also apply to taxis. Compulsory carrier civil liability insurance (OSGOP) differs from OSAGO in the amount of payments. If in OSAGO the maximum threshold for payment in case of harm to health and life is half a million rubles, then under OSGOP this threshold is four times higher and equals 2 million rubles.

OSGOP also applies to passengers' luggage. Now, if the luggage is damaged, passengers will be able to receive compensation up to 11 thousand rubles if it does not have documentary evidence of the value of the luggage. If the passenger has these documents, then the amount of compensation can be increased to 23 thousand rubles.

Transportation of children

This innovation is one of the most anticipated. The bill, according to which children are allowed to be transported by buses no older than 10 years, has been in development since the summer of 201. And it only started to work on January 1, 2018. In addition to age, the bill specifies a number of requirements for school buses:

  • Compliance in design and purpose with the technical requirements for vehicles intended for the carriage of passengers;
  • The presence of a tachograph in the bus;
  • The presence of a satellite navigation device glonass / gps or glonass.

Also introduced are requirements for the rules for the movement of passenger vehicles with children - now it must move with an orange or yellow flashing beacon on the roof. As for the drivers of such vehicles, they must have a driving experience in category “d” of at least one year before driving a vehicle with children.

Perhaps this bill will be the most approved in the country, because. It will reduce to a minimum the number of road accidents involving children, which has become quite high in recent years.

Disabled parking

On December 21, 2017, the State Duma adopted a bill according to which 10% of all parking spaces should be allocated for the disabled. At the same time, the number of parking spaces within the parking area should not be less than one. That is, if the parking includes less than 10 places, one of them must be intended for the disabled. This bill applies to those parking lots that are located near industrial, public, residential buildings, sports and recreation, cultural institutions and recreation facilities. In turn, only a vehicle with a “disabled” sticker will be able to take the place of a disabled person in the parking lot.

Benefits for car loans

2018 also brought some nice changes for motorists. Since the beginning of the year, privileges for car loans have begun to operate again. There are benefits for families buying a family car and for drivers buying their first car. The essence of the benefit is that the government compensates 10% of the down payment on the car. At the same time, the car should not cost more than 1,450,000 rubles.

Change track names

From January 1, changes will be made to the numbering of highways. This is done so that all the routes and roads of the country can be classified according to their level of significance. Now all tracks will be designated by one of three letters:

  • "M" - federal and regional highways passing from the capital of the country to other administrative centers of the regions;
  • "R" - federal and regional roads passing between the administrative centers of the regions;
  • "A" - federal and regional roads that serve as an entrance to major transport hubs, to sea and river ports, airports, railway stations, to roads that connect roads marked with the letter "P".

Since the beginning of the year, some routes have already undergone changes in their designation. So, for example, "M-18" is now called "R-18".

Reduction of traffic police

From January 1, the ranks of employees of the internal affairs bodies will thin out by 20%. The corresponding decree was signed by the President of the Russian Federation on December 31, 2017. According to this decree, from the beginning of 2018, the established limit on the number of employees financed by the federal budget begins to operate. In total, funds were allocated in the federal budget to provide for 894,871 internal affairs officers.

10,000 people had to be cut, and all of them were traffic police officers. Only the inspectors who register the vehicle and take exams for the right to drive the vehicle managed to avoid dismissal and simply unnecessary worries. They were mentioned separately in the decree as an exception.

Car plate numbers

The essence of the bill is that the supplier or seller that supplies surrogate fuel to the market will be fined an amount equal to 1% of the proceeds from the sale of fuel for the year preceding the violation. In 2018, the number of changes in traffic rules and, in general, everything related to road transport, has already exceeded the usual level for us. And nothing can be done, we will have to adapt to these new norms, which turned out to be quite unexpected. They are able to “annoy” even an experienced driver, so we will consider almost all the innovations in the Rules of the Road. This list includes:

  • changes that have already entered into force;
  • adopted laws, but the effect of which is delayed for a specific period;
  • updates of documents - they are now either under discussion or just planned.

Children in the car

The new rules prohibit the transportation of babies under 7 years old without a car seat. Moreover, this rule applies not only to individuals traveling with children or just riding around the city, but to road carriers. Therefore, taxi drivers serving passengers with children now cannot do without boosters ... True, you can install a special seat both in the front and in the back seat.

Also in 2018, a rule came into force that prohibits leaving children under the age of seven in a car without adult supervision. And one more thing: from the beginning of the year, children cannot be transported in buses whose service life exceeds 10 years. The consideration of this issue was postponed twice in 2017, but the legislators still “put the squeeze on it”.

In mid-March, a law came into force requiring drivers to wear reflective vests. This innovation caused a stormy public outcry, but the regulator insisted on its own and did not cancel the innovation. Moreover, vests must be in every car, they must comply with GOST, and they should be worn at nightfall in the event of a forced stop or a traffic accident. In addition, drivers are required to equip the vehicle with items that have already been put into use:

  • emergency stop sign;
  • a first aid kit with a regulated set of medicines;
  • fire extinguisher.

Accordingly, reflective vests have become the fourth item on this list. That's just what punishment awaits in their absence or failure to fulfill the obligation to put on this part of the driver's kit for themselves, the legislators kept silent. At least, fines for this violation are not officially provided.

Blue and yellow stripes


Back in February 2018, an updated GOST was adopted, which, from June 1, introduces blue markings and expands the functionality of yellow. For example, if earlier only places where it was impossible to stop and stand were indicated in yellow, now dangerous sections of roads can be painted with yellow. True, GOST does not strictly regulate the use of blue-yellow markings: the document states that it "may be of the listed colors."

Electronic passports of vehicles


The transition to digital PTS will begin on July 1, 2018, but this does not mean that all drivers need to run indiscriminately to re-register. The issuance of electronic passports will be carried out gradually, so there is no need to rush. Another thing is if you are waiting for the alienation of the car - for example, when selling it - or buying a new vehicle. In these cases, it makes sense to hurry. Electronic PTS will be issued for all new vehicles, and for used cars - if the owner wishes. Of course, although the document is digital, you will have to pay for it. And if the state duty for a paper passport is 500 rubles, then for a digital one it is already 600 rubles.

Increasing the speed limit on country roads


Back in early 2018, the head of the State Duma Committee on Transport took the initiative to increase the speed limit on highways to 110 km/h. Of course, such cardinal amendments to the laws are adopted for quite a long time, going a long way through the cabinets. However, the idea of ​​increasing the maximum speed was supported by several state organizations at once, including those responsible for toll sections of roads and servicing them. Therefore, there is hope that thanks to such lobbyists, the maximum speed outside the city will still grow to 110 km / h.

According to statistics, with an increase in the permissible speed on the highways, the number of accidents decreases. And this goes against the opinion of Russian legislators. Moreover, about 15% of our roads have a tolerance category, which allows us to increase the maximum speed to the same 110 km / h.

The presence of a motor automatically transfers disabled people to the category of drivers - at least, this is how the Rules now treat it. Accordingly, they are prohibited from everything that is allowed for pedestrians, since a wheelchair user is considered a driver of a vehicle.

The absurdity of this paragraph of the law is undeniable. After all, if a disabled person in a wheelchair with a motor is equated to a driver, then he must have a driver's license. Moreover, this obvious flaw in the current traffic rules is not subject to radical elimination - the media have already written about this. It's just that some legislators instructed other legislators to make the appropriate amendments without setting deadlines. What will come of it - we will not see soon ...

Dedicated to motorcyclists


Now officials are actively discussing the issue of two concessions for motorcyclists at once: formal permission to move between the rows of cars and the introduction of a stop line 3.5 meters from the main solid line so that motorized citizens can be the first to pass intersections. And if there are no questions with the last point, then with the first they will definitely appear. After all, even now motorcyclists are by no means forbidden to ride between the rows. At least formally. In addition, sometimes the presence of a motorcycle or two leads to the formation of a third row, and it can be problematic to maintain a safe lateral spacing. Therefore, we are waiting for news, what will the legislators decide in the end.

Most likely, a stop line for motorcyclists will be introduced at intersections. And cars will not be allowed to drive on this markup. However, the status of this innovation is very fresh, the issue has only been submitted for discussion. And until an experiment takes place in Moscow, which proves the effectiveness of marking in terms of improving security, the law will not be adopted.

Well, something, and changes in the field of fines for non-compliance with traffic rules in 2018 have already accumulated the most. Tariffs have changed

Two new signs


The Ministry of Transport intends to introduce two new road signs, the final version of which has not yet been approved. True, there are two restrictions on the application of this simplified procedure: no one was injured in the accident, and no more than two cars participated in it. However, not everything is so simple here, because software running on Android and iOS requires registration for each car. At the end of September, the State Duma initiated the question that it would be necessary to oblige car insurers to conduct audio and video recording during the sale of OSAGO policies. Say, for the sake of reducing the number of cases of imposing additional services or refusing a policy to a client. This initiative was supported by the Central Bank: allegedly, this will increase the availability of “autocitizen”, which is one of the main tasks of the regulator. Moreover, in order to store records, a database should be created in which auto insurance contracts will be stored (and there are about 40 million of them per year) for their entire validity period.

Of course, the purchase of appropriate equipment for offices will require money, and a lot of money - several billion rubles. And for sure this will lead to an increase in the price of the policy, as insurance companies will try to distribute these additional costs among customers without losing their own profits. True, the Central Bank assures: insurance will not rise in price.

According to the leadership of the Russian Union of Motor Insurers, it would be much more logical to oblige the car owners themselves to keep audio and video recordings and, in case of claims for sale, provide files. However, they can be adjusted, so the regulator will have to create a special mobile application for identification. Similar to the one that is already used when registering an accident according to the European protocol.

Be that as it may, the question hung in the air. The corresponding bill on video recordings in the State Duma was supposed to appear in October, but official sources are still silent about it. Most likely, the document will still “emerge” in the parliamentary environment in November-December, but what the verdict of the legislators will be is not yet clear ...

Use of winter tires and tires of different models


From November 11, new rules come into force that regulate which vehicles in the winter period (December-February) must be operated without fail with winter tires installed on all wheels. These vehicles include vehicles of categories M1 and N1, that is, cars and trucks of category B. As for buses, motorcycles and trucks weighing over 3.5 tons, the updated regulations now allow them to use summer tires as well - there are no fines for this provided.

In addition, the rules are being updated to extend the period of use of winter tires. If previously only the states that are members of the Eurasian Economic Union had such a right, now it also applies to regional governments. For example, earlier in Kazakhstan it was possible to include additional months of using winter tires only at the government level, but now it is allowed to expand this list to any region of this country.

Finally, from November 11, clause 5.7.4 of the SDA is updated, which prohibits the installation of tires of different sizes, designs, with different speed categories, etc. on one axle of a car. A small postscript appeared in it - “different models”. For all its seeming frivolity, this rule can increase the number of fines for using different tires on the same axle. If earlier the car owner had the right to install wheels from different manufacturers, but with the same operational parameters and identical design, now this cannot be done. And even if several tire manufacturers at the same plant produce models that are 100% identical in parameters, but have different names, then such products cannot be put on the same axle. As they say, no comment...

New car registration rules


In early October, an order of the Ministry of Internal Affairs of the Russian Federation came into force, approving new provisions in the field of registration of motor vehicles. In addition to updating the forms of documents required for registering a vehicle with the traffic police (inspection report and state registration certificate form), it prescribes the issuance of either an electronic or a “physical” passport for a car or motorcycle. However, it will not work to get two documents at once. This rule also applies to cases of loss of a “physical” document, rendering it unusable and receiving its duplicate: if there is an electronic one, it cannot be changed to another one.

In addition, the order fixed the “anti-corruption mechanism” for issuing license plates (however, it is not clear from the document what the legislators mean by this wording) and the period of their storage, according to the statements of the owners of the vehicle, has been doubled - up to 360 days. It has also become easier to make changes in the event of an engine replacement: now it is enough to provide the vehicle for inspection, after which the new number of the power unit is entered into the passport and the traffic police database. True, there are certain requirements here: the new motor should not be wanted, it must have the original factory marking and be of the same model and design as the previous one.

Finally, the order clarifies the procedure for issuing registration plates "Transit" for exported cars, and also expands the list of documents that confirm the fact of disposal of the vehicle.

Driving through roundabouts


Since November 8, a subparagraph has appeared in the Russian traffic rules in clause 13.11, depriving tram drivers of the advantage when passing intersections of equivalent roads. True, not all intersections, but only those with a “Roundabout” sign and without priority road signs.

Now, regardless of the type of vehicle, the one who intends to enter the circle must give way. That is, for any cars that are already driving in a circle, the principle of "interference on the right" does not apply - they will not violate anything if they do not even let the tram pass. The only exception to this new rule is vehicles with special signals on. And you can leave the circle only from the extreme right lane, if there are no other signs and the markings do not prohibit.
