But not all combatants can qualify for a 50% discount when paying for utility bills, as well as benefits for admission to universities. These advantages are not provided for persons who served military units and received wounds, contusions or mutilations in connection with this, or were awarded orders or medals of the USSR or the Russian Federation for participating in the support of hostilities (clause 2 of article 16 of the law). The minimum benefits are for persons who were sent to work in Afghanistan from December 1979 to December 1989 (paragraph 3 of article 16 of the law).

They are entitled to only 4 federal benefits:

The forms of certificates are approved by the Decree of the Government of the Russian Federation of December 19, 2003 No. 763 (as amended on July 22, 2008).

According to article 23.1 of the law, combat veterans are entitled to a monthly cash payment. If a citizen is simultaneously entitled to a monthly cash payment on several grounds at once (not counting payments in connection with radioactive exposure), he is provided with only one payment - in a higher amount.

The monthly payment is indexed annually on April 1st. From April 1, 2019, its size for combat veterans is 2972 \u200b\u200brubles. 82 kopecks (for each recipient).

In the specified amount, the payment is provided subject to refusal from the set of social services provided for by the Federal Law of July 17, 1999 No. 178-FZ "On State Social Assistance" (as amended as of July 1, 2018).

The refusal can be complete (then the EDV is paid in maximum size) or partial (from one or several services) - then the monthly amount of the monthly loan is reduced by the monthly cost of services that the applicant received in the current year (that is, the maximum amount of the loan will be reduced in this case).

To obtain a certificate, it is necessary to submit documents confirming participation in the performance of combat missions during the periods indicated above. These documents include:

  1. Extract from the personal file (in the service record) of a serviceman who is undergoing (passed) military service under a contract, indicating the period for performing tasks in conditions of an armed conflict (participation in counter-terrorism operations).
  2. Extract from clause 17 of the "General information" section of military cards of servicemen undergoing (passed) military service by conscription, indicating the period of stay in units performing tasks in a military conflict.
  3. Certificates of the established form about the time of military service as part of formations, military units and subunits performing tasks in conditions of armed conflict and counter-terrorist operations, and about the time of actual participation in hostilities.
  4. Certificates of wounds, injuries, contusions received during the performance of tasks in an armed conflict and counter-terrorism operations in the North Caucasus region of the Russian Federation.
  5. Extracts from orders for enrollment in the lists of the corresponding military unit that was part of the Temporary Operational Group of Forces in the North Caucasus Region (December 1994 - December 1996) or the Joint Group of Forces (Forces) to Conduct Counter-Terrorist Operations in the North Caucasian Region Russian Federation (since September 1999). The list of military units recruited to perform tasks in armed conflicts and counter-terrorism operations, as well as the period for each military unit to perform such tasks, are announced by a directive of the General Staff of the RF Armed Forces.
  6. Travel certificates with marks of being in military units that participated in armed conflicts and counter-terrorist operations, and orders of the relevant commanders (chiefs) who sent servicemen on a business trip to perform combat missions.
  7. Award materials showing that the person being presented for the award took part in hostilities during the indicated periods and in the indicated regions. For servicemen of the Internal Troops of the Ministry of Internal Affairs of Russia, a document confirming participation in the performance of tasks in the conditions of an armed conflict and counter-terrorism operations in the North Caucasus region of the Russian Federation can serve as a certificate of awarding the badge "Participant of hostilities", established by order of the Ministry of Internal Affairs of the Russian Federation of March 31, 2000 No. 333.

With absence required documents the fact of participation of a soldier or a citizen dismissed from military service in the performance of combat missions can be confirmed by the relevant certificates of the archives.

The procedure for sending inquiries to archival institutions is regulated by the directive of the Minister of Defense of the Russian Federation dated March 25, 1995 No. D-6. In accordance with clause 2 of the rules approved by the specified directive, requests for military personnel are processed military units and cadre bodies at their place of service, and for those liable for military service and persons removed from the military register - by military commissariats at their place of residence.

Chapter II. Social protection of combatants

Article 8. Content of social protection of combatants

1. Social protection of combatants provides for the implementation of a system of measures aimed at creating conditions that ensure the economic and moral well-being of combatants, granting them additional rights and guaranteeing benefits for:

1) pensions, taxation, payment of benefits in accordance with the legislation of the Russian Federation.

Servicemen who served under contract, employees of internal affairs bodies and employees of institutions and bodies of the penal system in the territories of the Transcaucasian states, the Baltic States, the Republic of Tajikistan, as well as in the North Caucasus region, in accordance with the legislation on pension provision for military personnel, are counted in the length of service years for a pension of one month of military service for a month and a half.

Servicemen who permanently or temporarily perform tasks under conditions of a state of emergency, during armed conflicts and during military operations for the period of performing these tasks in length of service and seniority for the appointment of a pension are counted one month of military service for three months.

2) the receipt, acquisition, construction and maintenance of residential premises;

3) payment for public utilities and trade services;

4) medical, prosthetic and orthopedic services, sanatorium treatment, provision of medicines and medical products;

5) providing vehicles and paying for travel;

6) employment, training, retraining and working conditions;

7) the use of the services of communication institutions, cultural and entertainment and sports and recreational institutions;

8) receiving services from institutions of social service, social and legal assistance.

2. Measures of social protection of combatants are determined by Articles of this Federal Law. If there are grounds, participants in hostilities may simultaneously be entitled to benefits under several articles of this Federal Law, as well as benefits established by other federal laws and other regulatory legal acts.

3. If a combatant has the right to receive the same benefit on several grounds, the greatest benefit is granted on one basis at the choice of the combatant, with the exception of cases stipulated by law.

4. Military servicemen under contract:

those performing military service in the territories of the states of the Transcaucasus, the Baltic States, the Republic of Tajikistan, as well as in the territory of the North Caucasian region, salaries for military posts and salaries for military ranks are established in one and a half of the basic salaries for military posts and salaries for military ranks;

permanently or temporarily performing tasks in a state of emergency, in armed conflicts and during combined-arms operations on the territory of the Russian Federation for the period of these tasks, salaries for military positions and salaries for military ranks are set in double the amount of basic salaries for military positions and salaries for military ranks.

5. For conscripts:

those who are doing military service in the territories of the Transcaucasian states, the Baltic states, the Republic of Tajikistan, as well as in the North Caucasus region, are set salaries for military posts in 1 - 4 tariff categories and monthly allowances and cash payments according to the norms provided for military personnel doing military service under a contract in positions subject to replacement by soldiers and sailors, sergeants and foremen, and upon dismissal from military service, they are paid a one-time allowance in the amount of two salaries for military positions;

permanently or temporarily performing tasks in a state of emergency, in armed conflicts and during counter-terrorist operations, for the period of these tasks, salaries for military positions are established in the amount of one and a half for 1-4 tariff categories and monthly allowances and cash payments according to the norms provided for military personnel, those doing military service under contract in positions to be replaced by soldiers and sailors, sergeants and foremen, and upon dismissal from military service, they are paid a lump sum in the amount of four salaries for military positions;

6. In case of early dismissal of military personnel (citizens called up for military training) from among the participants in hostilities from military service (military training) in connection with their recognition as unfit for military service due to injury (injury, trauma, concussion) or illness they received during performance of military service duties, they are paid a lump sum in the amount of:

servicemen doing military service under contract - 60 salaries payestablished on the day of payment of benefits;

conscripts, citizens called up for military training - 60 minimum monthly salaries for military positions in the first wage category provided for military personnel doing military service under contract in positions subject to recruitment by soldiers, sailors, sergeants and foremen, set for the day payment of benefits, or in another amount determined by federal law.

Article 9. Measures of social protection of disabled people in military operations

1. Disabled combatants are granted the following rights and benefits:

2) obtaining from credit institutions one-time preferential loans for the purchase (construction) of apartments, residential buildings, garden houses, improvement of garden plots in accordance with the legislation of the Russian Federation;

3) priority receipt of local building materials for housing construction, supply of standing timber for the construction of residential buildings on conditions determined by local authorities;

4) priority (extraordinary for disabled veterans of the I group) free provision of residential premises in the houses of the state and municipal housing stock for those in need of improving their living conditions;

5) extraordinary free installation of an apartment telephone;

6) gratuitous provision of living quarters to disabled persons in military operations in the event of eviction from their office living quarters;

7) advantage in joining housing, housing construction, garage cooperatives, horticultural, horticultural and dacha non-profit associations of citizens, free receipt of land plots in the amount determined by law for housing construction, gardening, as well as obtaining plots for haymaking and grazing;

8) payment in the amount of 50 percent of the occupied total area of \u200b\u200bresidential premises (in communal apartments - occupied residential area) within the social norm established by the legislation of the constituent entity of the Russian Federation, including members of families of disabled combatants who live with them. Housing benefits are provided to persons living in houses, regardless of the type of housing stock;

9) payment in the amount of 50 percent of utilities (water supply, sewerage, removal of household and other waste, gas, electricity and heat - within the limits of the consumption standards for these services established by local authorities); subscription fee for telephone, services for the use of radio and collective television antenna; war invalids living in houses without central heating - fuel purchased within the limits established for the sale to the population, and transport services for the delivery of this fuel. The provision of fuel to disabled veterans is carried out as a matter of priority. Benefits for payment of these services are provided regardless of the type of housing stock;

10) payment in the amount of 50 percent of private security services for disabled combatants living alone, married couples living alone, in which one of the spouses is a disabled person;

11) free use of polyclinics upon retirement, financing of which is carried out at the expense of the budgets of the corresponding levels and funds of compulsory medical insurance, to which the indicated persons were assigned during the period of work, extraordinary free provision of medical care under the programs of state guarantees for providing citizens of the Russian Federation with free medical help (including an annual free dispensary examination) in state or municipal health care institutions (including hospitals for war veterans);

12) free provision of medicines on prescriptions of doctors in the manner determined by the constituent entities of the Russian Federation, not lower than the norms established by the Government of the Russian Federation;

13) free production and repair of dentures (except for the cost of paying for the cost of precious metals and cermets) in state or municipal health care institutions at the place of residence, as well as free provision of other prostheses and prosthetic and orthopedic products;

14) payment of temporary disability benefits to working disabled people in the amount of 100 percent of earnings, regardless of the length of service and benefits for temporary disability due to a general illness for up to four consecutive months or up to five months in a calendar year;

15) admission out of competition to state educational institutions of higher and secondary vocational education, for training courses in the relevant professions;

16) free training in new professions at the place of work, at advanced training courses in the system of state training and retraining of personnel, preservation of remuneration (in the amount of 100 percent of the tariff rate) at the last place of work during the entire period of training;

17) the use of annual leave at a convenient time for them and the provision of unpaid leave for up to 30 working days a year. In case of insufficient annual and annual additional leaves for treatment and travel to sanatorium-resort organizations and back, disabled persons from military operations of I and II groups are allowed to issue certificates of temporary disability for the required number of days and make payments of state social insurance benefits, regardless of who and for whom account provided voucher;

18) in the presence of medical indications, the priority provision of working disabled combatants with vouchers to sanatorium-resort organizations at the place of work, and non-working disabled combatants - providing free travel tickets by bodies providing pensions. At the request of war invalids, instead of vouchers to sanatorium-resort organizations, once every two years, they are issued an appropriate financial compensation... Monetary compensation may be paid to disabled persons in military operations who have medical contraindications for spa treatment, in the manner determined by the Government of the Russian Federation;

19) in the presence of medical indications (for disabled persons of combat operations of the I group for sight or without both hands - without medical indications) free receipt for use as a means of rehabilitation vehicle, in the manner determined by the Government of the Russian Federation. If there are contraindications to driving a vehicle, a disabled combatant is given the right to transfer control of the specified vehicle to another person who lives with this disabled person in the same settlement. If necessary, a disabled person may be allocated a horse with a harness and a corresponding animal-drawn vehicle instead of a car free of charge;

20) a vehicle issued free of charge to a disabled person in military operations, in the event of his death, may be transferred to another disabled person who has the right to provide a vehicle, on the conditions and in the manner determined by the subject of the Russian Federation;

21) payment to disabled combatants who have appropriate medical indications for free receipt of a vehicle, at their request, an annual monetary compensation for transportation services instead of receiving vehicles in the manner and amount determined by the Government of the Russian Federation;

22) payment to disabled combatants who received vehicles free of charge or purchased them on preferential terms, as well as disabled combatants of groups I and II who purchased vehicles at full cost, monetary compensation for gasoline, repair, maintenance of vehicles and spare parts for it in the order and in the amount determined by the constituent entities of the Russian Federation;

23) free travel for a disabled person in military operations and a person accompanying a disabled person in military operations and a person accompanying a disabled person in military actions of group I, on all types of urban passenger transport (except for taxis) in any city, regardless of their place of residence, on public motor vehicles (except taxi) suburban and intercity routes (intradistrict, intraregional, intraregional, intrarepublican or, in their absence, interregional, interregional, interrepublican), regardless of the place of residence of these persons in the manner and under the conditions that are determined by the executive authorities of the constituent entities of the Russian Federation in accordance with the legislation of the Russian Federation ;

24) free travel for a disabled person in military operations and a person accompanying a disabled person in military actions of the 1st group on the railway and suburban water transport;

25) free travel of disabled combatants of groups I and II once a year (there and back) at their request by rail, air, water or intercity road transport of interregional, interregional, inter-republican routes. Payment in the amount of 50 percent of the cost of travel on the indicated types of transport is provided to a person accompanying a disabled person of combat operations of the 1st group on such trips;

26) free travel of disabled combatants of the III group once every two years (there and back) at their request by rail, air, water or intercity road transport of interregional, inter-regional, inter-republican routes or, at their request, payment of 50 percent of the cost of travel one once a year (there and back) on the specified types of transport;

27) payment in the amount of 50 percent of the cost of travel in the autumn-winter period by rail, air, water or intercity road transport to a disabled person in military operations and a person accompanying a disabled person in military operations of group I on such trips;

28) extraordinary use of all types of services of communication institutions, cultural, educational and sports and recreation institutions, extraordinary purchase of tickets for all types of transport, extraordinary services by retail trade and consumer services;

29) extraordinary admission to boarding homes for the elderly and disabled, social service centers, for service by social assistance departments at home.

2. The liquidation of hospitals for war veterans is allowed only by decision of the Government of the Russian Federation.

3. Benefits provided to disabled combatants apply to military personnel and individuals of the rank and file and commanding staff of the internal affairs bodies who have become disabled as a result of injury, concussion or injury received while performing military service duties (official duties).

Article 10. Monetary allowance for combatants and additional payments for direct participation in hostilities

1. When conducting hostilities and large-scale counter-terrorist operations with the involvement of the Armed Forces, monetary allowances for military personnel, employees of internal affairs bodies, institutions and bodies of the penal system are paid in the following amounts:

a) servicemen doing military service on conscription are paid a salary as servicemen doing military service under a contract in the relevant position;

b) servicemen doing military service under a contract, and employees of internal affairs bodies, institutions and bodies of the penal system are paid a monetary allowance of one and a half amount.

2. For direct participation in military operations, additional payments are paid on the basis of one day:

a) conscripts - ten minimum wages (minimum wages);

b) to servicemen doing military service under contract in the positions of soldiers and sergeants - eleven minimum wages;

c) servicemen doing military service under a contract in the positions of officers and warrant officers, and employees of internal affairs bodies, institutions and bodies of the penal system - twelve minimum wages.

3. Participants of the Great Patriotic War are annually paid a one-time compensation in the amount of twelve minimum wages on the Victory Day.

Participants of the Great Patriotic War - Heroes of the Soviet Union, holders of the Order of Glory of three degrees and Heroes of the Russian Federation annually for Victory Day are paid a one-time compensation in the amount of thirty-six minimum wages.

Article 11. Social protection measures for combatants

1. Participants in hostilities are granted the following rights and benefits:

1) benefits for pensions and taxation in accordance with the legislation;

3) priority free provision of residential premises in houses of state and municipal housing stock to those in need of improving their living conditions;

4) gratuitous provision of living quarters to combat veterans in the event of eviction from their office living quarters;

5) payment in the amount of 50 percent of the occupied total area of \u200b\u200bresidential premises (in communal apartments - occupied residential area) within the social norm established by the legislation of the constituent entity of the Russian Federation, including by members of the families of combat veterans who live with them. Housing benefits are provided to persons living in houses, regardless of the type of housing stock;

6) priority installation of an apartment telephone;

7) preference in joining housing, housing construction, garage cooperatives, horticultural, vegetable gardening and dacha non-profit associations of citizens, free receipt of land plots in the amount determined by law for housing construction, gardening;

8) free use of polyclinics upon retirement, funding of which is carried out at the expense of the budgets of the corresponding levels and funds of compulsory medical insurance, to which these persons were assigned during the period of work, free provision of medical care under the programs of state guarantees for providing citizens of the Russian Federation with free medical care in state or municipal health care institutions (including veterans' hospitals);

9) free provision of medicines according to the prescriptions of doctors in the manner determined by the constituent entities of the Russian Federation, not lower than the norms established by the Government of the Russian Federation;

10) free production and repair of dentures (except for the cost of paying for the cost of precious metals and metal ceramics) in state or municipal health care institutions at the place of residence, as well as free provision of other prostheses and prosthetic and orthopedic products;

11) the use of annual leave at a convenient time for them and the provision of unpaid leave for up to 30 working days a year;

12) in the presence of medical indications, the priority provision of vouchers to sanatorium-resort organizations;

13) free travel for war veterans on all types of urban passenger transport (except for taxis) in any city regardless of their place of residence, on public road transport (except for taxis) of suburban and intercity routes (intradistrict, intraregional, intraregional, intrarepublican or absence of interregional, interregional, interrepublican) regardless of the place of residence of these persons in the manner and on the conditions that are determined by the executive authorities of the constituent entities of the Russian Federation in accordance with the legislation of the Russian Federation;

14) free travel on the railway and water transport suburban communication;

15) free travel once every two years (there and back) by rail, air, water or intercity road transport of interregional, interregional, inter-republican routes of combat veterans who are wounded, contusion or mutilated, or at their request, a payment of 50 percent the cost of travel once a year (round trip) on the specified types of transport;

16) preferential use of all types of services of communication institutions, cultural, educational and sports and health institutions, extraordinary purchase of tickets for all types of transport;

17) free training in new professions at the place of work, at advanced training courses in the system of state training and retraining of personnel, preservation of wages (in the amount of 100 percent of the tariff rate) at the last place of work during the entire period of training;

18) admission out of competition to state educational institutions of higher and secondary vocational education, to training courses in relevant professions, the payment of special scholarships established by the Government of the Russian Federation, to students from among the veterans of military operations studying in these educational institutions.

2. Additional holidays

Servicemen doing military service under a contract in the territories of the Transcaucasian states, the Baltic states and the Republic of Tajikistan are annually granted additional leave of 15 calendar days, and those performing tasks in a state of emergency and in armed conflicts and combatants in the North Caucasus region - 10 calendar days for every three months of military service. Travel time to the place of vacation and back is not included in the vacation period.

After six months of service in the territories of the Transcaucasian states, the Baltic States and the Republic of Tajikistan, military personnel doing military service on conscription, performing tasks in a state of emergency and in armed conflicts, and participants in hostilities in the North Caucasus region, are provided with additional short-term leave: foremen and sergeants - 30 calendar days, soldiers and sailors - 25 calendar days. Travel time to the place of vacation and back is not included in the vacation period.

3. Warranties and compensations

Servicemen doing military service under contract in the territories of the Transcaucasian states, the Baltic states and the Republic of Tajikistan are provided with the following guarantees and compensations:

booked living space for the entire duration of their military service in the indicated states, and for those who do not have living space, the priority for receiving it at the place of their previous service remains;

monetary compensation is paid for the lease (sub-lease) of residential premises in the places of residence of the evacuated members of their families in the amount specified in the lease (sublease) contract of housing, but not more than three minimum monthly wages established by law, taking into account the location of residence and family composition;

the cost of travel of family members who are dependent on the said servicemen to the place of the next vacation and back is paid on the grounds established for these servicemen;

the cost of travel of family members, the specified servicemen and the transportation of their personal property to the place of residence during evacuation is paid, a one-time material aid for each evacuated family member in the amount of the statutory minimum monthly wage;

living space is provided upon arrival from the indicated states as a matter of priority;

conscripted military personnel, the amount of lump-sum benefits established by paragraphs 2 and 3 of Article 18 of the Law of the Russian Federation "On the Status of Servicemen", and insurance amounts for compulsory state insurance of servicemen based on the monthly salary for military positions established on the day of their payment for servicemen doing military service under contract in the relevant military positions;

the time for completing tasks in combined-arms operations in the Chechen Republic and in the territories of the North Caucasus directly adjacent to it, referred to the zone of armed conflict, is counted in the period when these servicemen undergo military service in military rank on preferential terms - one month of military service for three months;

the specified military personnel who have served on conscription are admitted to the military educational institutions of professional education they have chosen, including to educational institutions of the Ministry of Internal Affairs of the Russian Federation, without entrance exams, provided they meet all other requirements for professional selection and admission to the specified educational institutions , and to civil educational institutions of vocational education - out of competition;

are provided in the presence of medical indications, as a matter of priority, vouchers to medical and health institutions of the relevant federal bodies executive power. In cases of non-provision of vouchers, the said servicemen are paid monetary compensation in the amount of the voucher cost;

apply to the indicated servicemen who have become disabled due to injury, concussion, illness, received as a result of performing tasks in the conditions of combined arms operations in the Chechen Republic and in the territories of the North Caucasus immediately adjacent to it, referred to the zone of armed conflict, the rights and benefits established by the legislation of the Russian Federation for invalids of the Great Patriotic War.

4. Additional guarantees and compensation to civilian personnel

Civilian personnel of federal executive bodies involved in the performance of tasks to support combat operations during combined arms operations in the North Caucasus region of the Russian Federation, during this work, starting from August 2, 1999:

official salaries (tariff rates) are paid in one and a half times;

per diems are paid in double the established rate;

an additional paid leave of two calendar days is provided for each full month of the specified work;

the payment of interest allowances to wages, established for work in the regions of the Far North and equivalent areas.

Article 12. Measures of social protection of family members of the dead (deceased) invalids of military operations, participants in hostilities and veterans of hostilities

1. Benefits established for the families of the dead (deceased) disabled in military operations, participants in hostilities, war veterans (hereinafter - the deceased (deceased) are provided to disabled family members of the deceased (deceased) who were dependent on him and receiving a pension in case of loss of breadwinner (entitled to receive it) in accordance with the pension legislation of the Russian Federation.

Family members of combatants who died while performing missions in a state of emergency, during armed conflicts and during combined arms operations in the North Caucasus region are subject to benefits, guarantees and compensation applicable to family members of servicemen who died in the Great Patriotic War.

These persons are granted the following rights and benefits:

1) benefits for pensions and taxation in accordance with the legislation;

2) obtaining from credit institutions one-time preferential loans for the purchase (construction) of apartments, residential buildings, garden houses, landscaping of garden plots, the organization of subsidiary or farm enterprises in accordance with the legislation of the Russian Federation;

3) advantage in joining housing, housing construction, garage cooperatives, horticultural, vegetable gardening and dacha non-profit associations of citizens;

4) priority free provision of residential premises in houses of state and municipal housing stock to those in need of improving their living conditions;

5) free receipt of land plots in the amounts determined by legislation for housing construction, gardening or farming;

6) gratuitous provision of residential premises to the families of the deceased (deceased) in the event of eviction from the office premises occupied by them;

7) free use of polyclinics upon retirement, financing of which is carried out at the expense of the budgets of the corresponding levels and funds of compulsory health insurance, to which family members were attached during the life of the deceased (deceased), free provision of medical care in state or municipal health care institutions;

8) free provision of the parents, spouse (spouse) of the deceased (deceased) with medicines according to the prescriptions of doctors in the manner determined by the constituent entities of the Russian Federation, not lower than the norms established by the Government of the Russian Federation;

9) payment in the amount of 50 percent of the occupied total area of \u200b\u200bresidential premises (in communal apartments - occupied residential area) within the social norm established by the legislation of the constituent entity of the Russian Federation, including family members of the deceased (deceased) who lived with him. Housing benefits are provided to persons living in houses, regardless of the type of housing stock;

10) payment in the amount of 50 percent of utilities (water supply, sewerage, removal of household and other waste, gas, electricity and heat - within the limits of the consumption standards for these services established by local authorities); subscription fee for telephone, services for the use of radio and collective television antenna; to persons living in houses without central heating - fuel purchased within the limits established for the sale to the public, and transport services for the delivery of this fuel. The provision of fuel to the families of the deceased (deceased) is carried out as a matter of priority. Benefits for the payment of these services are provided regardless of the type of housing stock. These benefits are provided regardless of which family member of the deceased (deceased) is the tenant (owner) of the dwelling;

11) priority receipt of local building materials for housing construction, supply of standing timber for the construction of residential buildings on conditions determined by local authorities;

12) in the presence of medical indications, priority provision at the last place of work of the deceased (deceased) with vouchers to sanatorium-resort organizations;

13) free travel of the parents, spouse (spouse) of the deceased (deceased) on all types of urban passenger transport (except for taxis) in any city regardless of their place of residence, on public motor vehicles (except for taxis) of suburban and intercity routes (intradistrict, intraregional , intra-regional, intra-republican or, in their absence, inter-regional, inter-regional, inter-republican) regardless of the place of residence of these persons in the manner and on the conditions determined by the executive authorities of the constituent entities of the Russian Federation in accordance with the legislation of the Russian Federation;

14) free travel for the parents, spouse (spouse) of the deceased (deceased) on the railway and water transport of suburban traffic;

15) priority admission to boarding homes for the elderly and disabled, social service centers, extraordinary admission to service by social assistance departments at home of the spouse of the deceased (deceased);

16) monthly payment to children of dead (missing) combatants and disabled combatants until they reach the age of 18 (disabled from childhood - regardless of age), and to full-time students studying in educational institutions until graduation, an allowance in the amount of two minimum wages ;

17) the annual provision of free vouchers to children's health institutions to children of the dead (missing) participants in hostilities, as well as ensuring their extraordinary provision of places in preschool institutions. If it is impossible to provide these vouchers, monetary compensation is paid in the amount of their value;

18) annual provision to needy spouses and parents of dead (missing) combatants free vouchers to health resort and health institutions of federal executive bodies, which provide for military service.

2. Regardless of being dependent and receiving any type of pension and earnings, benefits are provided:

1) the parents of the deceased (deceased);

2) the wife (spouse) of the deceased (deceased) disabled person in military operations, who has not (not entered) remarried;

3) the spouse (spouse) of a deceased participant in the Great Patriotic War or a veteran of hostilities, who did not (did not) remarry and who lives (lives) alone.

3. Benefits established for family members of the deceased (deceased) apply to family members of military personnel, privates and commanding officers of internal affairs bodies and state security bodies who died in the performance of military service (official duties). The benefits specified in this article are provided to family members of servicemen who died in captivity, recognized in the established manner as missing in the areas of hostilities, from the time the said servicemen were excluded from the lists of military units.

Article 13. Provision of funeral services

1. The burial of the dead (deceased) participants in hostilities, combat veterans, disabled combatants, is carried out in burial places, taking into account the wishes of their relatives (military personnel - with the rendering of military honors). For these categories of veterans, the costs associated with the preparation for the transportation of the body, transportation of the body to the burial site, cremation, burial, manufacturing and installation of a tombstone are reimbursed at the expense of the Ministry of Defense of the Russian Federation, other federal executive bodies, in which the legislation of the Russian Federation provides military service.

2. If the expenses for organizing the funeral of the deceased (deceased) veterans are carried out at the expense of their family members or other persons, the burial allowance is paid in accordance with the legislation of the Russian Federation.

3. In case of death (death) of combatants, a lump sum is paid in equal shares in the amount of:

family members of the deceased (deceased) combatants from among military personnel who underwent military service under contract, including officers called up for military service in accordance with the decree of the President of the Russian Federation, citizens called up for military training as officers, warrant officers and warrant officers, - 120 salaries of pay established on the day of payment of benefits;

family members of the dead (deceased) combatants from among military personnel who served on conscription, citizens called up for military training as soldiers, sailors, sergeants and foremen - 120 minimum monthly salaries for military positions in the first tariff category provided for servicemen doing military service under a contract in positions subject to manning by soldiers, sailors, sergeants and foremen, established on the day of payment of the allowance, or in another amount determined by federal law.

Family members eligible for a lump sum allowance for a deceased (deceased) serviceman (citizen called up for military training) are:

a spouse who, on the day of death (death), is in a registered marriage with a soldier or a citizen called up for military training;

parents of a serviceman;

children under the age of 18, or older than this age, if they became disabled before they reach the age of 18, as well as children studying in educational institutions on a full-time basis - until the end of their studies, but no more than until they reach age 23 years old.

4. Family members of combatants who died during missions in a state of emergency, during armed conflicts, during combined arms operations in the Russian Federation and other types of hostilities are subject to benefits, guarantees and compensations applicable to family members of servicemen who died in the Great Patriotic War.

5. The federal executive authorities of the Russian Federation, executive authorities of the constituent entities of the Russian Federation pay travel to the burial place and back to family members of the deceased combatants (but no more than 3 people).

One of the family members of a combatant who died and was buried on the territory of the Russian Federation is given free travel once a year to the place of burial and back.

Article 14. Payments to family members of missing combatants

1. To establish monthly payments to family members of missing combatants:

a) minor children (disabled since childhood - regardless of age), a disabled spouse and parents of missing combatants - benefits in the amount of one minimum wage;

b) For families of conscripted military personnel - one salary for their military posts in the amount provided for military personnel performing military service under contract in the corresponding military posts.

2. The payments specified in this Article shall be made until the combatants are recognized as missing in the established manner and the pension is assigned in the event of the loss of the breadwinner, their declarations are dead, or until they appear or the place of their stay is discovered.

3. To establish that the families of the missing combatants shall be paid a lump sum in the amount of ten minimum wages established by the legislation of the Russian Federation on the day this aid is paid.

4. Members of the families of combatants shall retain the benefits provided for by the legislation of the Russian Federation until such persons are recognized as missing (declared dead) in the prescribed manner, or until they appear or their place of stay is discovered.
