A certain limitation has also been established for the management of vehicle trains. According to the requirement of Federal Law No. 196-FZ (clause 2, article 26), the right to drive trains is given only if there are cars of certain categories. Experience must be at least one year.

What categories and subcategories of vehicles are established in the Russian Federation

In accordance with the requirements of Federal Law No. 196-FZ, as amended on May 7, 2013, which entered into force on November 5, 2013 (clause 1, article 25), the following categories and subcategories of the vehicle operate in the Russian Federation:

  • "A" - motorcycles;
  • "B" - cars (with the exception of vehicles of category "A") with a maximum authorized mass of not more than 3.5 tons and with no more than eight seats, not counting the driver's seat.   • "D" - cars for the carriage of passengers with more than eight seats (the driver's seat is not taken into account), as well as cars of category "D" with a trailer with a maximum authorized mass of not more than 750 kg;
  • "BE" - a category that includes cars of category "B" together with a trailer with a maximum permissible mass of more than 750 kg, while the mass of the trailer is greater than the mass of the vehicle itself without load. This category also includes cars of category “B” together with a trailer, if the maximum permitted mass of the trailer exceeds 750 kg, while the total permitted maximum mass of the vehicle together with the trailer exceeds 3.5 tons;
  • "CE" - cars of category "C" together with a trailer, if the maximum permitted weight of the trailer exceeds 750 kg;
  • "DE" - cars of category "D" together with a trailer with a maximum authorized mass of more than 750 kg, articulated buses;
  • "Tm" - trams"
  • "Tb" - trolleybuses;
  • Category "M" includes mopeds and light quadricycles;
  • Subcategory "A1" - motorcycles with an engine capacity of not more than 125 cm3 and a maximum power of not more than 11 kW;
  • Subcategory "B1" includes tricycles and quadricycles;
  • Subcategory "C1" includes cars (excluding cars of category "D") with a maximum authorized mass of 3.5 to 7.5 tons, as well as cars of subcategory "C1" together with a trailer with a maximum authorized mass of up to 750 kg;
  • Subcategory "D1" includes cars for the transport of passengers with a number of seats from 8 to 16 (the driver's seat is not taken into account). This also includes cars of subcategory "D1" with a trailer with a maximum authorized mass of not more than 750 kg;
  • Subcategory "C1E" includes cars of subcategory "C1" together with a trailer having a maximum authorized mass of more than 750 kg, but not more than the mass of an unladen vehicle, if the total authorized maximum mass of the entire composition is not more than 12 tons;
  • Subcategory "D1E" includes motor vehicles of subcategory "D1" together with a trailer not intended for the carriage of passengers and having a maximum authorized mass of more than 750 kg, but not more than the unladen mass of the vehicle, unless the total authorized maximum mass of this combination is not more than 12 tons .

How to choose a driving school for training

When choosing an educational institution, it is necessary first of all to check whether the school meets the requirements for educational organizations that train drivers of vehicles. These requirements are defined in the Order of the Ministry of Education and Science of the Russian Federation No. 1408 dated December 26, 2013. In accordance with this document, driving schools must have:

1. License for educational activities in the field of driver training;

2. A driver training program for the vehicle category you intend to learn to drive;

3. Driving school must be equipped with:

  • technical training aids;
  • qualified teaching staff;
  • simulators for initial driving skills training;
  • educational vehicles for practical driving;
  • closed areas of at least 0.24 ha for initial driving lessons. These sites must be owned or leased by the driving school;
  • hardware and software systems for testing and developing psychophysiological qualities.

Passing training at a driving school ends with passing a qualifying exam and is confirmed by an appropriate document (see clause 21.4 of the Administrative Regulations approved by Order of the Ministry of Internal Affairs of the Russian Federation No. 995 of October 20, 2015). Passing a medical examination

You can choose any medical organization to undergo a medical examination, if she is licensed to provide such medical services. The only clarification: the examination of a narcologist and a psychiatrist is carried out only in state (municipal) specialized medical organizations.

How to prepare documents for applying to the examination department of the traffic police

After receiving a document on completion of training in a driving school, it remains to pass an examination in the examination department of the traffic police. To do this, you must submit an application and agree on the time and place of the event. You can apply to the examination division of the traffic police on your own or as part of a training group (see Administrative Regulations, paragraphs 13, 14 and 60).

What documents are required to pass the exam in the traffic police and obtain a driver's license

Talking about how to get a driver's license in Russia, it should be said that according to paragraphs 21-23 of the Administrative Regulations and paragraph 18 of the Rules approved by Decree of the Government of the Russian Federation No. 1097 of October 24, 2014, you will need the following documents to pass the exam in the traffic police:

  3. Passport;

It is important that the medical certificate is issued by an organization related to the territory served by your traffic police unit. The same applies to driving school. If a document on training or a medical certificate was issued by organizations belonging territorially to another division of the traffic police, for confirmation, you will need to send a request to the relevant organizations. Obtaining a driver's license is a public service paid by state duty. Providing a receipt for payment of the state duty is not necessary, since the traffic police independently requests the necessary information through the interdepartmental interaction system in accordance with Federal Law No. 210-FZ of July 27, 2010 (clause 2, part 1, article 7), as well as par. 3 clause 19 of the Rules for conducting examinations and clauses 23.1, 24, 31 of the Administrative Regulations.

The state duty, however, must be paid even before the application and documents are submitted to the examination unit of the traffic police. If you are submitting an application through the public services website, the state fee must be paid before submitting the original documents. Payment of the state duty is possible directly on the website of public services (see clause 31 of the Administrative Regulations).

What is the fee for issuing a driver's license?

The issuance of a driver's license on a plastic basis is paid by a state duty in the amount of 2,000 rubles for the "plastic" of the old model and 3,000 rubles for a VU on a plastic basis of the new sample. You can send an application and pay the state duty through the public services website or other sites integrated with the Unified identification and authentication system, in this case, according to the Tax Code of the Russian Federation (clause 43, clause 1, article 333.33, clause 4, article 333.35), the state duty will be calculated with a reduction factor 0.7.

Qualification exam in traffic police

The exam consists of a theoretical and practical part. The practical part consists of an exam in basic driving skills and an exam in driving in traffic conditions (see paragraph 6 of the Rules and paragraphs 58.3 - 58.5 of the Administrative Regulations).

The sequence of taking exams in the traffic police is as follows:

  1. theory exam;
  2. Examination in basic driving skills;
  3. Driving test in traffic conditions.

If any of these exams is not passed, according to clauses 9 and 11 of the Rules, you will not be allowed to take the next one, and a retake can only be scheduled after seven days.

Let's take a closer look at these exams. Theoretical exam consists of 20 examination tasks divided into 4 blocks, each block contains 5 questions. The exam is taken using a computer. Only 20 minutes are given to pass the theoretical exam, in accordance with paragraphs 92 and 93 of the Administrative Regulations.

After successfully passing the theoretical exam, an exam on the initial skills of driving a car on specialized autodromes and closed areas follows. Under the control of the examiner, you perform a set of test exercises, in accordance with clause 13 of the Rules, clauses 105, 110, 111 of the Administrative Regulations and Appendix 7 to the Administrative Regulations.

If you have passed a qualifying exam at a driving school, as well as a category B driving test. "C", "D", "BE", "CE" and "DE" and subcategories "C1", "D1", "C1E", "D1E", then you just have to pass the exam in the traffic police to test management skills by car in traffic conditions, in accordance with Appendix No. 3 to the Rules and paragraphs. For persons who have not passed the exam (one of the three above) on the third or subsequent attempts, the next one can be scheduled no earlier than 30 days later. Also, according to paragraph 11 of the Rules, if you passed only the theoretical exam, but could not pass the practical exams in six months, then you will have to retake and theoretical part.

Getting a driver's license

In order to obtain a driver's license after successfully passing the exams, you will only need a passport or other document proving your identity. At the same time, you can get a driver's license within 5 to 30 working days from the date of contacting the traffic police. The deadline varies depending on the category of vehicle for which you took the test. The period during which a driver's license is valid is 10 years, after which it is required to re-pass a medical examination to replace a driver's license in the traffic police (see clause 17 of the Administrative Regulations and clause 6 of article 25 of Law No. 196-FZ).

For a driver's license, you do not need to bring your photos, photographing is carried out directly at the traffic police in the process of issuing a document (see Appendix No. 3 to Order of the Ministry of Internal Affairs of the Russian Federation No. 365 dated May 13, 2009).

Order of the Ministry of Internal Affairs of the Russian Federation No. 365 “On the Enforcement of a Driver’s License” determines that the following information is indicated in the driver’s license:

1. The series and number of the VU are indicated in section 5. They correspond to the series and number of the VU on the back of the document;

  • If the driver has both categories "A" and "B", then no additional marks are put to drive the vehicle of subcategory "B1";
  • If there are medical restrictions on driving a vehicle of category "M", an additional mark "ML" is put in the driver's license;

5. If the driver has medical indications for driving a car, then in section 14 a note is made about the existing restrictions:

  • MS - if there is a medical indication for driving a manual vehicle;
  • AT - indications for driving a vehicle with an automatic transmission;

In our country, a driver's license is a card of the established form (plastic card 54 × 86 mm in size). It contains a photo of its owner and personal information (name, surname, date of birth and issue, place of residence and expiration date). But in order to have this document, there are certain rules for obtaining a driver's license, which are detailed below.

Age limits for obtaining a driver's license

Any capable citizen of our country of the established age is entitled to obtain a driver's license. The minimum age for obtaining a license is 16 years. Transport categories

First, you should decide on the transport that you plan to drive in the near future. For this, according to the new rules, integers are set. From the age of 16, only mopeds and small motorcycles are allowed to operate. It is allowed to take the exam for the “B” category from the age of 17, however, the actual obtaining of rights will be delayed until the age of majority, in accordance with Part 3 of Art. 26 of the Rules for issuing driving licenses.

In connection with the tightening of requirements for institutions that train drivers, their number has significantly decreased. However, for some unknown reason, driving schools continue to operate without the necessary permits. Very often, having paid money, candidates from these driving schools are simply not allowed to take exams at the traffic police. Medical opinion

According to the provision established by Part 1 of Article 26 of the Law of December 10, 1995 N 196-FZ, in order to obtain a driver's license for the first time, a citizen must pass a medical examination, and, as a result, receive.

Examination of drivers is carried out in medical institutions (budgetary or commercial) that have received in due course permission and certificate. Certificates are issued on unified strict reporting forms and are valid throughout the country, regardless of the place of receipt.

But in the latter case, in order to avoid possible misunderstandings, it is advisable to obtain a properly certified copy of the license and provide it to the traffic police inspector at his request. If the certificate is issued by a medical institution without a license, then the driver candidate will not be allowed to take the exams.

Exam in traffic police

  • Testing the theoretical knowledge and practical skills of candidates for drivers takes place in the form of an exam consisting of two parts, with some exceptions. To drive the compositions of vehicles of subcategories BE, CE, DE, C1E and D1E, at least 12 months of driving experience of the corresponding category is required.

With a category A license, you can drive category B1 vehicles, but only with a motorcycle steering wheel. The rights of category B allow you to drive vehicles of category B1 with a car steering wheel.

There is no upper age limit for driving a vehicle.

Since 2014, even those who already know how to drive are required to study at a driving school. You will only be allowed to take the driving test if the driving school has a license.

3. Pass a medical examination

Doctors can be examined before entering a driving school or during training. The medical certificate is issued in the form No. 003-V/y and is valid for 12 months.

4. Collect documents for admission to the exam in the traffic police

After studying at a driving school and obtaining a medical certificate, you can take an exam at any department of the State Traffic Inspectorate - not only at the place of registration.   • passport or temporary identity card if you are changing it;

5. Pass the exam in the traffic police

The driving license exam consists of theoretical and practical parts:

  • the theoretical part is a test of 20 questions that must be answered without errors in 20 minutes. If you make one mistake or fail to answer one question, you will be given an additional 5 minutes and 5 questions, each of which must be answered correctly. You will have to retake the theoretical exam if you do not pass it or fail to pass the practical part within six months after passing it;
  • the practical part is carried out after passing the theoretical part and consists of a test of initial driving skills (on the site) and an exam in driving in traffic conditions (in the city).

On the site in 12 minutes you need to perform five exercises. The exam in the city lasts no more than an hour. At this time, only you, the examiner and, if the test is taken on a driving school car, the driving instructor can be in the car. The exam is videotaped. To get a license to drive a motorcycle and a moped, you do not need to take an exam in the city.

You can retake each exam three times. There should be at least a week between retakes. After that, you will be allowed to take the exam only after a month.

6. Get your rights

How is the exam in the traffic police

The exam in the traffic police consists of three stages: theory, practice at the autodrome and driving in the city. First, you take a test on a computer of 20 tasks in 20 minutes.
